When Palisades Toys announced that it was making a collection of Muppet action figures in 2001, one of the most-asked questions from fans was, "Will a Lips action figure ever get made?" Ken Lilly, developer for the toys, said that he asked the people at The Jim Henson Company about making a Lips figure. Henson wasn't too sold on the idea, and Ken Lilly said that he also needed some convincing. However, in Summer 2002, he said that Lips, along with Pepe the Prawn and Clifford, was on his most extreme wish list.

The figure was released in Series 9, the last series of Jim Henson's Muppets action figures, and completed the set of Electric Mayhem figures.

Three different Lips figures were produced. The original plan was for one repainted figure, but the design on his shirt required so much paint that an extra repaint was produced to keep costs down. The 'regular' Lips wore a white shirt with an elaborate paint design. Lips number two wore a brown shirt. Lips number three wore a silver shirt, and his head was a different sculpt. All three Lips came with different lava lamps, record album sleeves and lunchboxes.

The two dancing slinky-like Muppets from the Java number in episode 122: Ethel Merman were added as packins. The silver suited Lips had repainted Java Muppets with a green/blue design.
